UCR (Unified Carrier Registration) is a program that replaced the (SSRS) Single State Registration System. UCR is a state revenue sharing program established in 2005 under the federal legislation, governed by the UCR board of directors consists of 9 state officials, 1 federal official, and 5 industry representatives.
Funds collected from the program within the participating states are utilized for general development and maintenance purposes including various safety programs, state highway construction, etc.
Every registration year, each participating states is entitled to a specific amount of revenue cap, which the exceeded revenue is redistributed to the other states proportionally from the UCR depository.
This interstate compact requires commercial transportation operations that are involved with interstate/international commerce a registration of their carriers with one of the 41 participating states and an annual subscription with a fee that is based on the fleet size.
In each state, the highway patrol enforces the UCR through conducting inspections from roadside and way-stations in diverse state highways. Participating states are required to audit carriers yearly by the state employees, also when there is a shift in a payment bracket due to the fleet size.
UCR assists in the identification of an anomaly in the carrier’s registration, requiring its base state to investigate further.
